Manage and Report Changes to an Existing License
Business owners can manage their license or permit and notify TABC of changes through the Alcohol Industry Management System (AIMS). This page contains instructions for submitting the most common changes to licenses between renewal periods.

Choose Method
- Preferred way: Log in to the Alcohol Industry Management System (AIMS). This method is the quickest. If you don’t have an AIMS account yet, get started at How To Use AIMS.
- Alternative way: We do accept paper forms, but they take much longer to process. Double-check that you include all required information when submitting, or documents will be sent back. Email forms to licensing@tabc.texas.gov or mail them to P.O. Box 13127, Austin, TX 78711-1327.
In instances where an option is not yet available in AIMS, additional instructions are provided below.

Required Actions
These are changes made to your licensed or permitted business that you either must complete or report to TABC.
What: Print a license to meet the requirement of posting it on your business premises in a visible area.
When: After an original or renewal application is approved, or when the business has a need to replace their license (e.g., license was destroyed).
How: View the How to Print Your License guide (PDF). This is only available in AIMS.
What: Renew a license or permit to continue to conduct licensed activities at a business beyond the current license expiration date.
When: You may renew your license up to 30 days before the license expiration date. A business may also renew up to 30 days after the expiration date by paying a late fee; however, a business must stop licensed activities after the expiration date unless a renewal application with fees is pending with TABC. Businesses will not be able to submit renewals beyond 30 days past the license expiration date and an original (new) application and fees must be submitted.
How:
- After logging in to AIMS:
- Click the Manage an existing license button.
- Select the license or permit that requires a renewal application.
- From the dropdown menu, select Renewal and click the Take Action button.
- Follow the instructions to complete you your renewal, making sure any subordinate licenses you are trying to renew are also selected.

What: Changing the location of a licensed or permitted business.
When: Apply to change locations before moving. License and permit holders may not conduct licensed activities at a different location from the current licensed location until they apply for and get approval from TABC to change locations.
How:
- After logging in to AIMS:
- Click the Manage an existing license button.
- Select the license or permit that has changed locations.
- From the dropdown menu, select Change of Location and click the Take Action button.
- Enter required information, including the new location address, certifications from city and county officials, Texas Comptroller of Public Accounts certificate and publisher’s affidavit.
- Follow the instructions in AIMS to submit.
- Outside of AIMS: Complete and submit the L-CERT form. Select “Change of Location” in Question 7.

What: Phone number or email address for license, permit or certificate holder.
When:
- Phone and email: Notify TABC within the 30 days after the change.
- Mailing address: Within seven business days of the change.
How:
- After logging in to AIMS:
- Click the Manage an existing license button.
- Select the license or permit that has changed phone numbers.
- From the dropdown menu, select Update Location Contact. If the entity has multiple licenses and permits, select all locations this applies to.
- Click the Take Action button.
- Enter the new phone number or email.
- Follow the instructions in AIMS to submit.
- Outside of AIMS: Complete and submit the L-IU form.

What: License and permit holders must notify TABC that they are going to change the tradename, commonly known as a DBA (doing business as).
When: Must be reported before the date of the change.
How:
- After logging in to AIMS:
- Click the Manage an existing license button.
- Select the license or permit that has changed tradenames.
- From the dropdown menu, select Change of Trade Name and click the Take Action button.
- Enter the new trade name and upload any supporting documents.
- Follow the instructions in AIMS to submit.
- Outside of AIMS: Complete and submit the L-IU form.

What: Adding or removing any principal party including officers and stockholders, officer title changes, and/or changes in stock/memberships. Businesses must notify TABC of the addition or removal of a person whose name was included on the original application or whose name would be required if a new original application was being submitted, regardless of the title, position or ownership.
When: Notify the agency within the 30 days after other changes to ownership or principal parties.
How:
- After logging into AIMS:
- If you have more than one business entity, select the owner business entity of the license or permit that you would like to update.
- Select the three lines in the upper-left corner of the AIMS dashboard.
- Click the Change Licensee Details option.
- Select Update Principal(s).
- Follow the on-screen instructions to submit the information to TABC.

- Outside of AIMS: Complete and submit the L-BI, L-PHS (for each new officer, director, manager, or majority principal party), and the entity form that applies to your business:
- Corporation use the L-C form.
- Limited liability corporations use the L-LLC form.
- Partnerships use the L-P form.
Related laws and rules: Alcoholic Beverage Code section 28.04 and 11.42 and TABC Rule sec. 33.94.
What: A change of corporate control for Mixed Beverage Permits (MB) held by a corporation. MBs may not be renewed if the agency finds that legal or beneficial ownership of over 50% of the stock of the corporation has changed since the time the original permit was issued.
When: Must be reported before the date of the change.
How:
- This feature will be available in AIMS at a later time.
- Outside of AIMS: Complete and submit the L-BI, L-PHS (for each new officer, director, manager, or majority principal party), and the entity form that applies to your business:
- Corporation use the L-C form.
- Limited liability corporations use the L-LLC form.
- Partnerships use the L-P form.
Related laws and rules: Alcoholic Beverage Code sec. 28.04 and TABC Rule sec. 33.94.
What: A business entity that holds a permit alters to a newly created business entity with identical ownership of the former business entity.
When: Must be reported no less than 10 days before holder of license changes entity.
How:
- After logging in to AIMS:
- Select the menu icon with three lines in the top left of the screen.
- Click Change Licensee Details.
- Click the Change of Entity button.
- Submit the required new entity information, including Business Entity Name, Federal Identification Number (FEIN), and download summary for Comptroller of Public Accounts Certificate.
- Follow the instructions in AIMS to submit.
- Outside of AIMS:
- Use the L-BI form and the entity form that applies to your business:
- Corporation use the L-C form.
- Limited liability corporations use the L-LLC form.
- Partnerships use the L-P form.
- Note: There will be a $100 fee for each permitted premises affected by the change in form of the business entity.
- Use the L-BI form and the entity form that applies to your business:
Related laws and rules: TABC Rule §33.94, Business Organizations Code sec. 1.002(62), Alcoholic Beverage Code sec. 11.12 and 61.14.
What: A change to a person’s criminal history that affects their qualifications to hold a permit or license. This requirement applies to each officer and any stockholder with an ownership interest of greater than 50% in the entity.
When: Notify TABC within the 30 days after the change.
How:
- This feature will be available in AIMS at a later time.
- Outside of AIMS:
- Submit a statement of changes to licensing@tabc.texas.gov with contact information.
- A TABC representative will contact you if any additional information is needed.
Related laws and rules: TABC Rule sec. 33.94.
What: A change of the owner of the premises, a sublessor, a management company, or a concession company, or to the terms of any agreements with any such person.
When: Notify TABC within 30 days after the change.
How:
- After logging in to AIMS:
- Click the Manage an existing license button.
- Select the license or permit that has changed owners.
- From the dropdown menu, select Change of Premise Ownership and then click the Take Action button.
- Enter the new ownership information, including entity/sole proprietor’s name, Federal Employer Identification Number or Social Security number, and any terms or agreements between parties.
- Follow the instructions in AIMS to submit.
- Outside of AIMS: Complete and submit the L-IU (notifies TABC of a change) and L-OP (provides details of the owner of premises change) forms.

Select this to submit a breach of peace report. Learn more about breach of the peace reporting requirements.
Select this option to update bond information with a new or replacement bond.
To make this change:
- Click the Manage an existing license button.
- Select the license or permit that is updating bond information.
- From the dropdown menu, select Change of Bonds and click the Take Action button.
- Enter the new bond information in the correct form for that bond. To learn more about bond requirement, visit Bonds page.
Other Actions
Select this option to release the bond requirements for your license/permit location. This means your license or permit has met all bond requirements and can reclaim the bond.
After logging into AIMS:
- Click the Manage an existing license button.
- Select the license or permit you’re requesting exemption.
- From the dropdown menu, select Request Bond Exemption and click the Take Action button.
- Follow the instructions in AIMS to submit.
Select this option to submit a no-cost temporary event approval form for current license/permit holders.
After logging into AIMS:
- Click the Manage an existing license button.
- Select the license or permit you’re changing.
- From the dropdown menu, select Temporary Event Approval and click the Take Action button.
- Follow the instructions in AIMS to submit.

There are three ways to request a permanent change of diagram for your premises:
1. When renewing your license or permit in AIMS:
- Fill out Diagram Form (L-D).
- Begin your renewal application in AIMS (learn more on the How To Use AIMS page).
- Upload the completed Diagram Form under the “Supporting Additional Document” section of your renewal application in AIMS (view screenshot).
2. When renewing by mail (slower processing time):
- Fill out Diagram Form (L-D).
- Submit by mail along with a completed renewal application along with payment to:

3. Between renewal periods:
- Fill out Diagram Form (L-D).
- Email the completed form to licensing@tabc.texas.gov.
To request a temporary change to your location or diagram, contact your local office for requirements.
Select this option to change your license or permit expiration date. You might do this if you have several licenses and want the expiration dates to match so you can complete renewals in same renewal period.
After logging into AIMS:
- Click the Manage an existing license button.
- Select the license or permit you’re changing.
- From the dropdown menu, select Change of Expiration and click the Take Action button.
- Enter the new proposed expiration date. You can’t select a date past the current expiration date.
- There’s a $25 fee for each license or permit affected.
- Follow the instructions in AIMS to submit.
Select this option to remove a subordinate license or certificate. For example, you might do this if you applied for a subordinate when applying for your original license and don’t need it to operate your business anymore.
After logging into AIMS:
- Click the Manage an existing license button.
- Select the license or permit for which you’re removing a subordinate license or certificate.
- From the dropdown menu, select Remove Subordinate and click the Take Action button.
- Select the subordinate license and/or certificate to be removed.
- Follow the instructions in AIMS to submit.
Use this option if the business is pausing licensed operations and would like to temporarily surrender its license. Businesses typically use this option to identify that a location is not in operation but is licensed or permitted. It is the responsibility of the license/permit holder to maintain the license for the life of the permit while in Temporarily Surrender status (e.g., updating contact information, filing reports, and submitting renewal application).
After logging into AIMS:
- Click the Manage an existing license button.
- Select the license or permit that is being temporarily suspended.
- From the dropdown menu, select Temporarily Surrender License and click the Take Action button.
- Enter a reason for request.
- Follow the instructions in AIMS to submit.
Select this option if you would like to permanently surrender your license and end all licensed activities.
After logging into AIMS:
- Click the Manage an existing license button.
- Select the license or permit that is being surrendered.
- From the dropdown menu, select Surrender License and click the Take Action button.
- Enter a reason for request and attest that the location has stopped operating and all accounts are closed.
- Follow the instructions in AIMS to submit.
Select this option if you would like to reinstate a license after it was temporarily surrendered. This option is not for licenses that were permanently surrendered. Business owners who want to start a business after a permanent surrender of a license must submit a new original application.
After logging into AIMS:
- Click the Manage an existing license button.
- Select the license or permit that you’d like to reinstate.
- From the dropdown menu, select Reinstate from Surrender and click the Take Action button.
- Upload the certifications that are required to be submitted with the application. These include including city/county certifications, Comptroller of Public Accounts certification, and a publisher’s affidavit.
- Follow the instructions in AIMS to submit.
This option will be available in AIMS at a later time. It allows wine and malt beverage retailers and retailer dealers to change from an on-premises to off-premises license or permit. To make this change, fill out Form L-BI, Changes to Business Information and submit it to your local TABC office or licensing@tabc.texas.gov.
This option will be available in AIMS at a later time. It allows you to convert one entity type to another. No fee is required. To make this change, fill out Form L-BI, Changes to Business Information and submit it to your local TABC office or licensing@tabc.texas.gov.
