F. Xavier Casares
Director of Training
TABC’s Training Division coordinates the delivery of training for all new TABC employees, all TABC divisions and TABC’s progressive leadership development program. The division is also responsible for the New Agent/Auditor academies, TABC Human Trafficking Investigation Course and all training mandates for commissioned peace officers and certified fraud examiners. TABC is a Texas Commission on Law Enforcement (TCOLE)-approved law enforcement training academy.
Director Casares started his criminal justice career in the Rio Grande Valley in 1992. As a college student, he served as a telecommunications operator for the City of San Juan. He then graduated from the City of McAllen Police Academy and served the citizens of McAllen as a patrol officer, criminal investigator and police sergeant. His last assignment was to the department’s Training Division. Casares later served as an assistant chief in the Office of Inspector General of the Texas Juvenile Justice Department, where he oversaw criminal investigations, facility security and training.
Casares graduated from the University of Texas – Pan American in Edinburg, Texas. He holds leadership education/certifications from TCOLE, the Drug Enforcement Administration, the Correctional Management Institute, and the Texas Department of Public Safety Command College.
