Mariann H. Morelock
Director of Strategic Initiatives and Performance Improvement
Mariann Morelock is director of Strategic Initiatives and Performance Improvement (SIPI). SIPI was formed by the executive director following the 86th Legislature’s regular session to implement wholesale changes to the agency as a result of the Sunset process. SIPI is responsible for implementation of legislation, including rulemaking, policy development and procedural review, as well as evaluating structures, processes, and programs for efficiency and effectiveness.
Before SIPI, Morelock had served as director of Communications and Governmental Relations since joining the agency in November 2014. She previously served as director for the Homeland Security and Public Safety Committee in the Texas House of Representatives. Other public service positions range from working at the U.S. Department of Energy’s Oak Ridge National Laboratory in Tennessee to serving as special assistant to the speaker of the Texas House of Representatives for four years, functioning as the primary contact for both legislators and constituents.
On top of more than 10 years of experience working for government, Morelock also has 11 years of experience in the private sector with a business development and government procurement consulting firm. As an account executive she developed strategic plans, conducted major research projects and served as an advocate for her clients. She was promoted to director of Information Services, where she developed an extensive understanding of state and local government, procurement practices, public information laws and legislative issues.
Morelock holds a bachelor’s degree in government from The University of Texas at Austin.
