Filing a Complaint Against a TABC-Licensed Location
or Reporting Alcohol-Related Violations

If you wish to file a complaint about possible violations of the law on TABC-licensed premises, or to report possible alcohol-related violations taking place at any location, you may do so by filling out a TABC Complaint Form and providing it to our agency.

You can use the form to report:

  • A bar, restaurant, store or other TABC-licensed location that is:
    • Selling alcoholic beverages to minors or intoxicated people;
    • Selling alcoholic beverages after the legal hours of sale;
    • Conducting illegal activity involving gambling, illicit drug use or prostitution;
    • Owned by someone other than the person named on the permit; or
    • Involved in any other illegal activity.
  • A Private Club that is serving alcoholic beverages to non-members of the club.
  • An individual illegally providing alcoholic beverages to a minor.
  • Parties or events involving minors illegally consuming alcoholic beverages.
  • An individual selling alcoholic beverages without a TABC permit.
  • Any other illegal activity that involves alcoholic beverages.

Attach any supporting documentation if available. Do not send original records with the complaint.

Can I make an anonymous complaint?

If you file a complaint, you may remain anonymous. If you wish to remain anonymous, do not provide any identifying information other than your personal e-mail address. However, having your name, phone number and address would permit TABC investigators to contact you if they have questions concerning the information you provided and would also make it possible for TABC to report the outcome of the investigation to you.

Please be aware that anonymous complaints may be difficult to investigate and many are closed because insufficient information is provided.

Is my personal information confidential?

TABC does not routinely publicize the name of a person who has filed a complaint. However, any information provided to TABC is subject to the Public Information Act and will be disclosed to the public upon request, as required by law.

Only personal e-mail addresses are considered confidential under law. Personal e-mail addresses will not be released to the public, although any other information within the e-mail may be disclosed.

If you wish to remain anonymous, do not provide any identifying information other than your personal e-mail address.

What happens once my complaint is received?

All TABC personnel will accept complaints in person, via telephone, e-mail, mail, fax, internet or other method of communication. Each complaint which comes into the agency is registered into a statewide computer system, recorded in the office’s complaint log, and tracked by the supervisor in that area of the state.

The computer system will automatically assign an identification number to the record of the complaint. This number is referred to as the “complaint number.”

After the complaint is provided to TABC, whenever possible, you will be notified acknowledging that your complaint has been received using the contact information that you provided.

The supervisor will review the complaint and determine whether there is sufficient information to warrant investigation by the TABC or another agency. This includes reviewing the complaint to verify that the statement indicates a potential violation of law or rules.

If there is not sufficient information to investigate the complaint, the supervisor will close the electronic complaint record and will note in the comments section the reason for closing the complaint without investigation.

If the supervisor determines that another agency is better suited for the investigation, the supervisor will refer the information to that agency and note the referral in electronic complaint record. The supervisor will then close the electronic complaint record.

If you have asked to be notified of the outcome of the investigation, you will be notified when the investigation has been completed and/or the complaint record is closed, using the contact information that you provided.

Is there a way to research complaints against TABC-licensed premises or find out the outcome of a specific complaint?

General information and the nature and disposition of complaints, and/or the violation history of a TABC-issued license/permit can be accessed on the TABC website through the Public Inquiry System. The information will appear in this database once the complaint is closed.

Information about a specific complaint against an individual or entity holding a license, permit or certificate issued by the commission may be obtained by filing a request under the Texas Public Information Act (TPIA). You can get additional Information about Requesting Public Information.

How do I make a complaint about a TABC employee?

Members of the public may make complaints about TABC employee misconduct to the TABC Office of Professional Responsibility (Internal Affairs Division). For more details and contact information, visit the OPR (Internal Affairs) web page.
