The Office of Professional Responsibility (Internal Affairs)

The TABC created the Office of Professional Responsibility (OPR) to thoroughly, objectively and expeditiously review and investigate all complaints against TABC personnel regarding allegations of illegal acts and/or employee misconduct.

The Office of Professional Responsibility (Internal Affairs)

  • will be a central reporting point for all personnel complaints and investigations
  • reports directly to the agency executive director and commissioners
  • operates as an independent fact-finding entity to protect the public, employees and agency through a consistently thorough and objective investigative process
  • reviews complaints whether written, oral, signed or unsigned, from the public, TABC employees or at the direction of the executive director
  • will notify the complainant in writing, whenever possible, once the complaint is received and again when the investigation has been completed

TABC created a regulated employee misconduct complaint review and investigation process to ensure the consistent, fair and impartial treatment of the public and agency employees.


  • Protects the public from employee misconduct
    The public has the right to receive fair, efficient, and impartial service. Any misconduct by Commission personnel must be identified, thoroughly investigated and properly resolved to maintain the public's confidence.
  • Upholds the Commission's integrity
    The Commission is often evaluated and judged by the conduct of its employees. Therefore, the agency must be free from public censure because of the misconduct by a few. The public must have confidence that the Commission investigates and resolves all allegations of misconduct against its employees fairly and honestly.
  • Protects Commission employees from false allegations of misconduct
    A fair and impartial investigation protects employees by ascertaining the truth.

How do I make a complaint?

TABC employees and members of the public may make complaints about TABC employee misconduct to the TABC Office of Professional Responsibility (OPR).

You may make a complaint:

  • in person
  • by telephone, e-mail or letter
  • anonymously

What about retaliation?

TABC has a zero-tolerance policy that strictly prohibits retaliation toward anyone who reports allegations of misconduct. Acts of retaliation are taken seriously, investigated, and, if found to be true, appropriate action is taken.

Can I make an anonymous complaint?

Yes. However, refusing to make or sign a written complaint makes the investigation more difficult to effectively resolve. The Office of Professional Responsibility decides to investigate based on reported facts, regardless of whether a complaint is signed.

How do I make an oral complaint?

Members of the public may contact any TABC employee in person or by phone, or may call the Office of Professional Responsibility at 512-206-3405.

TABC employees are required to report any allegations of misconduct to the Office of Professional Responsibility.

What about written complaints?

You may write a letter, send an e-mail, or use the TABC Complaint Form ( Word | Acrobat ).

Include as much detail as possible, such as:

  • your name, address and phone number
  • name(s) of the accused TABC employee(s), if known
  • detailed statement describing the nature of the complaint and all facts and witnesses including contact information, if known
  • your signature

What happens once my complaint is received?

The Office of Professional Responsibility will notify you in writing, whenever possible, confirming that your complaint was received and again when the investigation has been completed.
